केंद्र सरकार के कर्मचारी 7 वें वेतन आयोग के संबंध में अच्छी खबर की प्रतीक्षा कर रहे हैं, इस विषय के बारे में बैक-एंड में बहुत चर्चा है। वेतन वृद्धि अपने रास्ते पर हो सकती है, लेकिन केंद्रीय कर्मचारियों ने जो उम्मीद की है वह होने की संभावना बहुत कम है।
न्यूनतम वेतन वृद्धि 26000 और फिटमेंट फैक्टर बढ़ाने पर विचार और घोषणा
लंबे समय से वेतन वृद्धि के संबंध में विचार-विमर्श और विचार-विमर्श हुआ है। सीजी कर्मचारी 18,000 रुपये के मूल वेतन बढ़ोतरी के विरोध में 26,000 रुपये तक की बढ़ोतरी की मांग कर रहे हैं। ताजा खबर यह है कि वेतन वृद्धि की घोषणा मार्च तक की जा सकती है। नया फिटमेंट कारक वेतन पैनल द्वारा अनुशंसित फिटमेंट फैक्टर 2.57 गुना था। केंद्रीय सरकारी कर्मचारी फिटमेंट फैक्टर में 3.68 गुना वृद्धि करने की मांग कर रहे हैं, जिसके परिणामस्वरूप मूल न्यूनतम वेतन बढ़कर 26,000 रुपये हो जाएगा। हालाँकि हमारी समझ यह है कि अंतिम फिटमेंट फैक्टर को केवल 2.85 गुना तक बढ़ाया जाएगा।

पे पैनल की सिफारिशों के अनुसार, फिटमेंट फैक्टर 2.57 गुना था, जिसके परिणामस्वरूप मूल न्यूनतम वेतन 18,000 रुपये था। यदि सीजी कर्मचारियों द्वारा मांग के अनुसार इसे 3.57 गुना तक बढ़ा दिया जाता है, तो मूल न्यूनतम वेतन बढ़कर 26,000 रुपये हो जाएगा। हालाँकि अब सरकार फिटमेंट फैक्टर को केवल 2.83 गुना तक बढ़ाने के लिए तैयार है, इसका मतलब यह है कि मूल न्यूनतम वेतन केवल 20,000 रुपये तक बढ़ जाएगा।
न्यूनतम वेतन और फिटमेंट फैक्टर को लेकर उम्मीद न खोएं:
हालाँकि 7 वें वेतन आयोग में फिटमेंट फैक्टर बढ़ोतरी के बारे में कोई आधिकारिक घोषणा नहीं की गई है, कई अधिकारियों का कहना है कि सेंट्रल गवर्नमेंट कर्मचारियों को उम्मीद नहीं खोनी चाहिए। इस मामले पर विचार किया जा रहा है और यह केवल कुछ समय का है कि नए फिटमेंट कारक की घोषणा की जाएगी। हालाँकि मिलियन डॉलर का सवाल यह है कि अच्छी खबर कब आएगी। जैसा कि पहले बताया गया है, यह मार्च 2019 तक अधिकतम घोषित किया जा सकता है।

Not only this, 400 to 500 employees lose their lives every year in the operation of trains, even after this railway ministry is not serious about the problems of the employees. The Chief Minister again warned that the anger of the central workers can be overwhelming to the government.

Health Insurance Regulatory body IRDAI has issued draft guidelines for a standard health product. It is mandatory for all health insurance companies to offer standard/Original health products.
Health insurance is an important part of a person's financial planning. If Any One wants to buy a health insurance policy, it is natural to get confused Some time. Actually, there are so many types of products available in the market that it is difficult to understand which policy to buy.
Secondly, the premiums and benefits of each policy are also different. Indian Insurance Regulatory and Development Authority (IRDA) has taken steps to solve this problem. IRDAI has issued draft guidelines for a standard health insurance product. It is mandatory for all ordinary and health insurance companies to offer standard health products.

No additional add-ons or optional cover will be provided under Standard Health Products. The proposed Standard Health product will be given on the basis of indemnity. Meaning, the expenditure on treatment to the policyholder will be reimbursed to the extent of Sum Insured (the cover of which is covered).
Any kind of deductible feature will not be allowed with the base cover, although the co-payment system will be allowed. The up to 5 percent co-payment can be part of the product feature. There will be no variant of this plan. At present, there are various types of products and their variants available to all insurance companies in the market which are confused.

2. In this regard, we inform that the Authority is in process of designing a scheme providing minimum assured returns to the NPS subscribers in terms of Pension Fund Regulatory and Development Authority Act,2013, in consultation with the Pension Funds Actuaries and Financial Sector Regulators. The Proposal is under active deliberation and being workout in best possible way. It is proposed that the final proposal would be put up for stakeholder consultation in our website once the same is ready and feedback would be received from all concerned before finalizing the proposal.
3. The Authority would notify such minimum assured scheme once finalized with the approval of the Government.

1जनवरी 2004 से सरकारी कर्मचारियों की पूर्व से चली आ रही पुरानी पेंशन व्यवस्था को ख़त्म कर शेयर बाजार आधारित नई पेंशन योजना देश के 70 लाख सरकारी कर्मचारियों पर जबरदस्ती थोपी गई । जिसको लेकर पुरानी पेंशन बहाली हेतु सरकारी कर्मचारीयों की टीम दिन रात लगीे हुई है ताकी जल्द से जल्द सरकार इस मामले पर विचार विमर्श कर पुरानी पेंशन बहाली को हरी झंडी दे और सरकारी कर्मचारी चैन की साँसे ले पाऐं । इसके लिए जहां एक तरफ विभिन्न विभागों, विभिन्न राज्यों से कर्मचारी विरोध प्रदर्शन कर रहे हैं और NMOPS के बैनर तले लामबंद हो रहे हैं तो वहीं दूसरी ओर कायर्कर्ता सभी सांसदों मन्त्रीयों से भी मिल कर उन्हें आगाह कर रहे है कि जल्द से जल्द इस मामले को सुलझाने का काम किया जाए , ताकी देश के 70 लाख कर्मचारीयों के भविष्य को बचाया जा सके और उनके बुढ़ापे के सहारे को उनको वापस लौटाया जा सके । नौकरी से रिटायर होने के बाद जीवन सुख मय बीत पाऐ किसी के आगे अपने पालन पोषन के लिए हाँथ ना फैलाने पड़े ।।
इसी कड़ी में आज NMOPS दिल्ली प्रदेश अध्यक्ष माननीय श्री मनजीत सिंह पटेल जी की अध्यक्षता में दिल्ली टीम की मुलाकात विपक्ष के नेता और गठबंधन के संयोजक शरद यादव जी से मिलकर ज्ञापन सौंपा और उनसे कहा कि आप राज्य सभा में इस बात को उठाते हुऐ इसपर प्राईवेट बिल पास कराने का प्रयत्न करें ताकी पुरानी पेंशन को जल्द से जल्द दुबारा बहाल किया जा सके और जिन जिन राज्यों मे विपक्षी पार्टियों की सरकार है वह वहाँ यह बिल पास करके पुरानी पेंशन बहाली का मार्ग प्रशस्त करें इस पर सांसद महोदय ने आशवासन दिया कि हम जलदी ही सर्वदलीय बैठक बुलाकर इस गंभीर विषय पर चर्चा करेंगे और पूरी कोशिश करेंगे के लोकसभा चुनाव के पहले पेंशन बहाल हो क्यूँकि ये सामाजिक सुरक्षा का विषय है जो आप लोगों के साथ अन्याय हुआ है इस पर सरकार को झुकना पडे़गा और इंसाफ़ देना ही होगा। कर्मचारीयों के संगठन के लोगों ने भी सांसद महोदय को आशवासन दिया कि अगर आप ने इस मुहिम के लिए साथ दिया और पुरानी पेंशन बहाली होती है तो चुनाव मे भी हमारी टीम आप सभी को सहयोग करने को तैय्यार रहेंगे कयोंकि हम सभी लोगों के लिए

मोदी सरकार ने सरकारी बाबू के लिए शेयर बाजार में निवेश की सीमा को पाँच गुणा बढ़ा दिया है। केंद्र सरकार ने सरकारी कर्मचारियों के लिए शेयरों और म्यूचअल फंडों में निवेश की सीमा बढ़ा दी है। मोदी सरकार ने शेयर बाजार में निवेश की सीमा का 27 साल पुराना नियम बदल दिया है. निवेश की सीमा का नियम 1992 में बनाया गया था। इस नियम के तहत ग्रुप A और B के अधिकारियों को शेयर, डिबेंचर या Mutual Fund में 50000 रुपए से अधिक के निवेश पर केंद्र सरकार को अपने निवेश (investment ) की जानकारी देनी होगी. लेकिन मोदी सरकार ने निवेश (investment ) की सीमा को 5 गुना बढा दिया है. निचले लेवल के अधिकारियो और कर्मचारियों के लिए यह सीमा 25 हज़ार रूपये है।

7th Pay Commission Latest News : Government is not giving any Sign of hike in Minimum pay and Fitment factor hike. Central Government employee is asking for hike in minimum pay from 18000 to 26000 and sharp hike in fitment factor from 2.57 to 3.86 but till date no decision has been taken by government for the Same.
As lok Sabha Election 2019 is to be held in May. So it is assumed that before election 2019 Government may take Some decision on Minimum Pay hike and increase in fitment factor. AS NDA Modi Sarkar would be Aware of the huge masses of Central Government employee and State employee. If we add these both the it will cross 1.5 crore of Central government employee and if we include their family members then it will cross to almost 5-6 Crore of Voters that can change the fate of any Party involving in Election. so, It would be the First priority for NDA Government to implement the demands of Central Government Employees.
Although, So many demands and Allowance has been Approved by government but The Demands of Old Pension System, Minimum Pay hike in 7th Pay Commission and Fitment factor hike is yet to be implemented.

Sub: Demands of the Central Government Employees in 7th Pay commission.
As we all are aware that the Central Government Employees are in quite anguish as agitating various issues since 1st January 2016 after submission of report of the 7th Central Pay Commission. In the Standing Committee, JCM Staff Side have raised many issues which are still unresolved, the National Council is not taking place since more than a decade, the Standing Committee also not called since one year. The various Government employees are agitated and are demonstrating on the Charter of Demands submitted to you as well as Group of Ministers, headed by Hon’ble Home Minister on 30th June 2016.
"Main issues of increasing Minimum Wage, Fitment Formula as well as announcing Guaranteed Pension at par with the Old Pension Scheme are creating lots of anguish in the mind of the Central Government Employees."
The J.C.M Staff Side feels that the Government have no priority for redressal of the grievances of Central Government employees which is a very serious trend and machinery of the JCM have become defunct.
We hope being the Chairman of National Council – JCM, you should immediately call a meeting of JCM and issue necessary instructions to Secretary DOPT and other Secretaries of other departments of Government of India to co-operate with the Staff Side and have regular meetings of National Council / Departmental Council JCM meetings as prescribed as per scheduled.
