केंद्र की मोदी सरकार अब वेतन आयोग को खत्म करने की तैयारी कर रही है. सूत्रों के मुताबिक, सातवें वेतन आयोग के बाद अगला वेतन आयोग नहीं आएगा.

7th Pay Commission latest News: 7वें वेतन आयोग के तहत सैलरी बढ़ाने के लिए लगातार सरकार से बातचीत कर रहे कर्मचारियों के लिए एक चौंकाने वाली खबर हैं. केंद्र की मोदी सरकार अब वेतन आयोग को खत्म करने की तैयारी कर रही है. सूत्रों के मुताबिक, सातवें वेतन आयोग के बाद अगला वेतन आयोग नहीं आएगा. सरकार इस दिशा में काम कर रही है कि 68 लाख केंद्रीय कर्मचारी और 52 लाख पेंशन धारकों के लिए एक ऐसी व्यवस्था बनाई जाए, जिसमें उनकी सैलरी को रिवाइज करने की जरूरत न पड़े. इसके लिए सरकार दो नए फॉर्मूले पर विचार कर रही है.

केंद्रीय कर्मचारियों की सैलरी और दूसरे भत्तों को तय करने के लिए वेतन आयोग शायद दोबारा सिफारिशें नहीं दे पाएगा. अभी तक हर दस साल में एक बार वेतन आयोग कर्मचारियों की सैलरी और भत्तों को लेकर सिफारिशें रखता रहा है. लेकिन, अब सरकार वेतन आयोग की सिफारिशों के बजाए सैलरी रिवीजन के लिए दो नए फॉर्मूलों पर विचार कर रही है. पहला है 'ऑटोमैटिक पे रिवीजन' सिस्टम और दूसरा एक्रॉयड (Aykroyd) फॉर्मूला.

क्या थीं 7वें वेतन आयोग की सिफारिशें

7वें वेतन आयोग की सिफारिशें 28 जून 2016 को मंजूर कर दी गई थीं. इसके तहत केंद्रीय कर्मचारियों की न्यूनतम सैलरी को 7000 रुपए से बढ़ाकर 18000 रुपए किया गया था. अपनी सिफारिशों में 7वें वेतन आयोग ने ये भी कहा था कि सरकार को सिर्फ ten साल में एक बार नहीं बल्कि समय-समय कर्मचारियों की सैलरी रिवाइज करना चाहिए.

क्या हैं दोनों फॉर्मूलों में अंतर ताकि सातवें वेतन आयोग से ज्यादा वेतन मिल सके 

सूत्रों के मुताबिक, ऑटोमैटिक पे रिवीजन सिस्टम के तहत एक ऐसी व्यवस्था तैयार की जाएगी, जिसमें 50 फीसदी से ज्यादा डीए होने पर सैलरी खुद रिवाइज हो जाए. वहीं, एक्रॉयड (Aykroyd) फॉर्मूले में केंद्रीय कर्मचारियों की सैलरी महंगाई की स्थिति और उनके परफॉर्मेंस से जोड़ दी जाएगी. एक्रॉयड (Aykroyd) फॉर्मूला न्यूट्रिशन, फूड एंड एग्रीकल्चर (FAO) के पहले डायरेक्टर और न्यूट्रिशनिस्ट वैलेस रुडेल एक्रॉयड की सिफारिशों पर आधारित है.

किस आधार पर तय किया गया एक्रॉयड फॉर्मूला

एक्रॉयड ने अपनी सिफारिशें भारतीयों के खाने और कपड़ों की जरूरत के आधार पर तैयार की हैं. उन्होंने इस बात पर विचार किया कि कमोडिटी की बदलती कीमतें किस तरह से आम आदमी को प्रभावित करती हैं. सरकार का मानना है कि वैलेस का यह फॉर्मूल पे-स्केल को तय करने में भी मदद करेगा.

महंगाई इंडेक्स से जुड़ेगी सैलरी

नए वेतन आयोग के पे-बैंड और ग्रेड के मुताबिक भुगतान कर दिया गया है और एक नया पे-मैट्रिक्स डिजाइन किया गया है. अगर केंद्र सरकार सभी सिफारिशों को मान लेती है तो केंद्रीय कर्मचारियों की सैलरी और पेंशन को महंगाई इंडेक्स में जोड़ दिया जाएगा. अगर ऐसा सच में होता है तो कर्मचारियों की सैलरी रिवीजन सिस्टम काफी मुश्किल हो जाएगा.

केंद्र सरकार के कर्मचारी 7 वें वेतन आयोग के संबंध में अच्छी खबर की प्रतीक्षा कर रहे हैं, इस विषय के बारे में बैक-एंड में बहुत चर्चा है। वेतन वृद्धि अपने रास्ते पर हो सकती है, लेकिन केंद्रीय कर्मचारियों ने जो उम्मीद की है वह होने की संभावना बहुत कम है।

न्यूनतम वेतन वृद्धि 26000 और फिटमेंट फैक्टर बढ़ाने पर विचार और घोषणा 

लंबे समय से वेतन वृद्धि के संबंध में विचार-विमर्श और विचार-विमर्श हुआ है। सीजी कर्मचारी 18,000 रुपये के मूल वेतन बढ़ोतरी के विरोध में 26,000 रुपये तक की बढ़ोतरी की मांग कर रहे हैं। ताजा खबर यह है कि वेतन वृद्धि की घोषणा मार्च तक की जा सकती है। नया फिटमेंट कारक वेतन पैनल द्वारा अनुशंसित फिटमेंट फैक्टर  2.57 गुना था। केंद्रीय सरकारी कर्मचारी फिटमेंट फैक्टर में 3.68 गुना वृद्धि करने की मांग कर रहे हैं, जिसके परिणामस्वरूप मूल न्यूनतम वेतन बढ़कर 26,000 रुपये हो जाएगा। हालाँकि हमारी समझ यह है कि अंतिम फिटमेंट फैक्टर को केवल 2.85 गुना तक बढ़ाया जाएगा।

पे पैनल की सिफारिशों के अनुसार, फिटमेंट फैक्टर 2.57 गुना था, जिसके परिणामस्वरूप मूल न्यूनतम वेतन 18,000 रुपये था। यदि सीजी कर्मचारियों द्वारा मांग के अनुसार इसे 3.57 गुना तक बढ़ा दिया जाता है, तो मूल न्यूनतम वेतन बढ़कर 26,000 रुपये हो जाएगा। हालाँकि अब सरकार फिटमेंट फैक्टर को केवल 2.83 गुना तक बढ़ाने के लिए तैयार है, इसका मतलब यह है कि मूल न्यूनतम वेतन केवल 20,000 रुपये तक बढ़ जाएगा।

न्यूनतम वेतन और फिटमेंट फैक्टर को लेकर उम्मीद न खोएं: 

हालाँकि 7 वें वेतन आयोग में फिटमेंट फैक्टर बढ़ोतरी के बारे में कोई आधिकारिक घोषणा नहीं की गई है, कई अधिकारियों का कहना है कि सेंट्रल गवर्नमेंट कर्मचारियों को उम्मीद नहीं खोनी चाहिए। इस मामले पर विचार किया जा रहा है और यह केवल कुछ समय का है कि नए फिटमेंट कारक की घोषणा की जाएगी। हालाँकि मिलियन डॉलर का सवाल यह है कि अच्छी खबर कब आएगी। जैसा कि पहले बताया गया है, यह मार्च 2019 तक अधिकतम घोषित किया जा सकता है।

Vacant posts in Indian Railways will start recruiting very soon. Railway Minister Piyush Goyal has instructed the board chairman to start the process of recruitment. The Chief Minister of the All India Railway Men's Federation met the Minister of Railways and said that this recruitment would definitely reduce the pressure of work from the railway workers, but long pending demands related to employee interest should be completed on priority basis, which not happening.

The General Secretary said that the agreement has been agreed upon, even after this the order was not ordered. The Railway Minister said that the file has been sent to the Finance Ministry with the recommendation and it is expected that there will be concerted action soon. The Mahamaya reminded the trackman's 10 20 20 50 and said that the entire board agreed on this issue, but the order is being delayed unnecessarily.

The Minister reminded Shri Goyal that you had assured that in this matter you will try to solve the problem by talking to the Prime Minister, but till date, no information was received. Shri Goyal said that this thing was not possible due to the Parliament session and the developments of the country, but their efforts are continuing. The Maha Minister said that 24 hours and 365 days of unemployment are being done injustice to the workers running the train. Not only this, 400 to 500 employees lose their lives every year in the operation of trains, even after this railway ministry is not serious about the problems of the employees. The Chief Minister again warned that the anger of the central workers can be overwhelming to the government.

2. In this regard, we inform that the Authority is in process of designing a scheme providing minimum assured returns to the NPS subscribers in terms of Pension Fund Regulatory and Development Authority Act,2013, in consultation with the Pension Funds Actuaries and Financial Sector Regulators. The Proposal is under active deliberation and being workout in best possible way. It is proposed that the final proposal would be put up for stakeholder consultation in our website once the same is ready and feedback would be received from all concerned before finalizing the proposal.

 मोदी सरकार  ने सरकारी बाबू  के लिए शेयर बाजार में निवेश की सीमा को पाँच गुणा बढ़ा दिया है। केंद्र सरकार  ने सरकारी कर्मचारियों के लिए शेयरों और म्यूचअल फंडों में निवेश की सीमा बढ़ा दी है। मोदी सरकार ने शेयर बाजार में निवेश की सीमा का 27 साल पुराना नियम बदल दिया है. निवेश की सीमा  का नियम 1992  में बनाया गया था। इस नियम के तहत ग्रुप A और B के अधिकारियों को शेयर, डिबेंचर या Mutual Fund  में 50000 रुपए से अधिक  के निवेश पर केंद्र सरकार को अपने निवेश (investment ) की जानकारी देनी होगी. लेकिन मोदी सरकार ने निवेश (investment ) की सीमा को 5 गुना बढा दिया है. निचले लेवल के अधिकारियो और कर्मचारियों के लिए यह सीमा 25 हज़ार रूपये है।

     मोदी सरकार ने अब फैसला लिया है की अब सभी कर्मचारियों को शेयरों , प्रतिभूतियों और Mutual Fund  की   योजनाओं में अपने निवेश की सूचना तभी देनी होगी जबकि एक कैलेंडर साल में यह investment  उनके छः माह के मूल वेतन को पार कर जाये।  मंत्रालय के द्धारा इससे संबंधित आदेश गुरुवार को केंद्र सरकार के सभी विभागों में जारी कर दिया गया था। सरकारी  कर्मचारियों पर नजर रखने के लिए इसके संबंधित  फ़ॉर्म  भी जारी  कर दिया गया है जिसे भरकर सभी सरकारी कर्मचारियों को अपने पदाधिकारी को देना होगा।

Sub: Demands of the Central Government Employees in 7th Pay commission.

As we all are aware that the Central Government Employees are in quite anguish as agitating various issues since 1st January 2016 after submission of report of the 7th Central Pay Commission. In the Standing Committee, JCM Staff Side have raised many issues which are still unresolved, the National Council is not taking place since more than a decade, the Standing Committee also not called since one year. The various Government employees are agitated and are demonstrating on the Charter of Demands submitted to you as well as Group of Ministers, headed by Hon’ble Home Minister on 30th June 2016.

"Main issues of increasing Minimum Wage, Fitment Formula as well as announcing Guaranteed Pension at par with the Old Pension Scheme are creating lots of anguish in the mind of the Central Government Employees."

The J.C.M Staff Side feels that the Government have no priority for redressal of the grievances of Central Government employees which is a very serious trend and machinery of the JCM have become defunct.

We hope being the Chairman of National Council – JCM, you should immediately call a meeting of JCM and issue necessary instructions to Secretary DOPT and other Secretaries of other departments of Government of India to co-operate with the Staff Side and have regular meetings of National Council / Departmental Council JCM meetings as prescribed as per scheduled.
